Paul Wheldon

A qualified electrical and mechanical engineer with over 35 years’ experience of military and commercial environments, Paul is an Incorporated Engineer who has held several senior roles leading highly organised and effective teams.  Paul has extensive experience of safe systems of work from both a training perspective and effective implementation and management on site and prior to taking up his current role he was Authorising Engineer for the disciplines of high and low voltage, aeronautical ground lighting and pressure systems with a major facilities management organisation. In addition to heading up the PPL Training Mechanical and Electrical division, Paulacts as an independent Authorising Engineer for several NHS hospitals and government buildings.  Paul has authored electrical safety rules and procedures for commercial organisations and airports and has a passion for ensuring that classroom exercises provide realistic challenges for those tasked with managing safe systems of work.

Steve Martin

Electrical Business Manager




A professional engineer with considerable experience of the management, installation, operation and maintenance of electrical and airfield engineering systems from his time with EMCOR Facilities Services and originally the Property Services Agency. 

Steve has recently returned to the training environment as PPL’s Electrical Business Manager with responsibility for development and delivery of new events. His recent operational responsibilities as both Authorising Engineer and Authorised Person HV, LV and AGL, together with over twenty years’ experience of developing and delivering specialist training events. Steve has delivered training events overseas in Hong Kong, Nepal, Gibraltar, Cyprus and Belize and is a contributor to Defence Infrastructure Organisation’s Electrical Working Group and Chair of the IET’s Aeronautical Ground Lighting Competency and Safety Working Group. He is also a regular presenter of papers on competency and safety at events in UK and overseas.

John Oliver

Jon is a practical, hands on, marine and mechanical engineer.  He has over 30 years of seagoing experience inclusive of having held full responsibility for the safe management, operation and maintenance of a wide range of power & process plant whilst operating within a hazardous environment. Jon is an Incorporated Engineer and has held senior positions in both shore based, and seagoing appointments.  Within these roles, Jon has worked extensively with multi-agency, multi-national and multi-disciplined teams.  He is an effective, concise communicator and has the ability to work at any level within an organisation.
Through his many years of hazardous industry experience, Jon has gained a thorough appreciation of the practical, (as well as legal) requirement for effective risk management. Much of Jon’s current work is focussed on the provision of operational guidance and specialised industrial training which is an essential element of the risk management process.  He is committed to providing up to date, realistic training which enhances confidence, performance and safety.

Peter is a Chartered Engineer with a proven record of man management and organisational skills. Following a career as an Electrical Engineer with British Coal Peter has worked for the past 16 years as a Consultant Engineer and in all aspects of training. Peter is an Authorising Engineer working within the maintenance and engineering fields of Defence Infrastructure Organisation, the NHS, National Banks and other high profile companies advising clients of the requirements to meet present day legislation in compliance, training and practical applications. He has produced Safety Rules and Procedures for government departments and major facilities management companies and his training.

 John Barling

A Chartered Civil Engineer with over 40 years’ experience in both Local Government and in the commercial sector with airport operator BAA and latterly with his own consultancy, InfraPave, John has wide experience as a facilities maintenance manager, designer and troubleshooter of airfield pavements both in the UK and overseas.  His training courses in airfield pavement maintenance have been attended by both civilian and military personnel from technician to graduate level with employers from the public and private sectors, with customised short courses in design and pavement management delivered to airport operators and consultants.  Emphasis has been on UK CAA and DIO Standards but reference is also made to ICAO and US Federal documentation for overseas application. With a network of industry and academic contacts as well as regularly working alongside a leading expert in airfield lighting systems, John brings to the table not only a knowledge of airport pavements but also a toolkit of sources to enable students to keep up to date in this niche field of civil engineering.   He has prepared Papers published by the Institution of Civil Engineers and was awarded the Parkman Medal for best management Paper.  His Expert Witness services have taken him to Scandinavia and South Africa in addition to UK assignments. His open and friendly style of delivery and availability for question and discussion ensures that all participants reap the maximum benefit from his classroom sessions.
